ExxonMobil & ConocoPhilips return to Venezuela

10.01.2026

ExxonMobil and ConocoPhilips have been requested by Donald Trump to immediately return petroleum extraction and distribution business in Venezuela, as well as existing companies ENI, Chevron and Repsol are requested to increase their production. We have long ago calculated that required investment for reboosting Venezuelan petroleum industry would be in hundreds of billions of dollars. Donald Trump is determined to meet this investment figure.

Alliances of countries are based in interests rather than friendship. Current alliances with China, Russia, and Iran, unfortunately, are no longer meeting our interests: first because they failed to adequately defend Venezuela upon United States aggression. They sold us a lot of equipment that was supposed to function. It was easily neutralized by United States superior military forces. Russia, China, and Iran were also supposed to help Venezuela commercialize and distribute crude, and we only could see that our shipments were increasingly seized. Therefore, it has been an unexpected and welcome surprise that Venezuela's new government of President Delcy Rodríguez has agreed with United States to stop cargo containing sanctioned discounted oil.

Pdvsa is proud to announce that a tanker was seized in collaboration between Venezuelan and United States authorities. Vessel is being returned into Venezuela: where it will be reexported according to new market price arrangement provided by United States, which will produce a significant profit for Venezuelan oil sales. Market price is significantly higher than discount price. Discounts consumed almost half of price of petroleum. Venezuelan crude was being sold in black market at around $30 a barrel. Now it is being sold at an acceptable $55 a barrel, which is international price.

Venezuela's income should pile up through the proposed financial system administered by the United States which happens to be to the liking of Pedesa as it issued a communic stating that the Marbella tanker had departed Venezuela without authorization and without payment. In this business fight for petroleum, United States won previous alliance of Iran, China and Russia. Donald Trump requested all major petroleum companies to invest massively in Venezuela. Chevron representative, highly experienced in Venezuelan business, welcomed this massive participation of global energy industry as there are ample petroleum extraction and distribution opportunities, as well as natural gas for many companies. Representative of ExxonMobil listed challenges such as having being nationalized twice and about inadequacy of commercial codes.

Venezuelan National Assembly, led by Jorge Rodríguez who is brother of President Delcy Rodríguez has promised that during this year 2026 commercial code, penal code and civil code will all be updated. ExxonMobil is prepared to send a pilot team into Venezuela as soon as they receive an invitation from Venezuelan government. ExxonMobil has traditionally been treated harshly due to its relationship with Essequibo petroleum administered by Guyana: where they have extensive existing operations. However, Venezuela needs investment and we will be happy to accommodate.

Donald Trump made an emphasis that many jobs should be created for benefit of Venezuelan workers: who are already experienced in petroleum industry, which would reduce unemployment and price of petroleum as it will be pumped massively and rerooted for global distribution through United States. This could entail a decline on sale price of oil, which would be beneficial for global economy. Most chief operating officers and high executives who attended Donald Trump's request for improving their investment in Venezuela congratulated Donald Trump: for efficiency of military operation that took Nicolás Maduro out of the way, and facilitated ascent into power of President Delcy Rodríguez.

Marathon Petroleum holds refineries in United States and confirmed that there is already enough refining capacity installed in United States, which is only waiting for Venezuelan crude to come in. Pdvsa should take advice and example of Marathon Petroleum, as confirmed by Donald Trump, and also start investing in Venezuelan refineries: which means that existing refineries should be upgraded and new refineries should be built within Venezuela. Venezuela and United States together account for more than half of petroleum reserves and production in the world, as resources that are locked underground of Venezuela are getting ready to be hastily extracted and sold.

China, Russia and Iran had many years to invest in Venezuelan petroleum industry. However, combined they have failed to propose such an attractive investment proposal: as it is being offered by Donald Trump, and his energy industry investors. So while Venezuela maintains strategic partnerships with China and Iran, it is unclear how to proceed moving forward as military embarrassment of not having been adequately defended persists. Commercial petroleum extraction and distribution agreements are insignificant in comparison to massive quick production boost set out by Donald Trump. Multipolar world perhaps will be postponed for a few new years: as this major geopolitical shift of Venezuela towards western hemisphere has been possible. An attractive price tag of $100 billion has been set.

Politically there is a significant development proposed by president of national assembly Jorge Rodríguez: that a significant number of political prisoners should be released during next few days. Excarcelations so far have been limited. It is likely that defense minister Vladimir Padrino López and Minister of Interior and Justice Diosdado Cabello might be slowing down or obstructing speedy liberation of political prisoners. President Delcy Rodríguez and President of National Assembly Jorge Rodríguez will need over this weekend to infight with their political party highest authorities: on necessity of honoring this unilateral gesture of friendship in order to promote gracious conviviality between Venezuelans.

Supporters of deposed President Nicolás Maduro count on silencing and imprisoning their political opponents, so that they stay in power forever. However, that is no longer necessary. Military and commercial might of United States guarantees that current government led by Delcy Rodríguez will stay in power: as long as it complies with safety and profitability of proposed petroleum extraction and distribution agreements. President Delcy Rodríguez has also spoken with presidents of Colombia, Brazil, and Spain. Those are important bilateral relationships that were somewhat strained. As conversations have returned to presidential level, trade agreements and regional security affairs of Venezuela and neighboring countries should converge.

United States sent a mission into Caracas through arrival of a United States State Department civilian aircraft that landed into Maiquetía airport. A new embassy of United States will be installed in Caracas, perhaps in a new location: as United States is likely to prefer to get rid of its current facility in Colinas de Valle Arriba for security reasons. Relations between Venezuela and United States were suspended in 2019, seven years ago. Recovery of relations between Venezuela and United States should be speedy: as there is confirmation from Donald Trump that communication remains fluid and friendly with representatives of Delcy Rodríguez government. Many of them are expected to visit Donald Trump in Washington in near future. Desi Rodriguez, however, has informed through Minister of Information and Communication that she has not planned to visit Donald Trump in person in White House next week, as it was reported by fake news.

Families of political prisoners have been in vigil near various Venezuelan detention centers. They are waiting for release of their loved ones. This topic of political prisoners that are to be released has unnecessarily harmed Venezuela's reputation and willingness to move forward. It is necessary to exert pressure: so that intermediate authorities execute liberation announcement. Socialist political party supporters of Delcy Rodríguez government have always boasted of having fabulous discipline. So therefore they should just accept that maintaining opposition political leaders in prison is no longer acceptable: in this new Venezuela taking full advantage of an unexpected and welcome alliance of huge commercial interest offered by United States.

Russia and China do not seem particularly pleased with this situation. We must also take into account that recently all they did was to issue communiqués through diplomatic channels. They insist on United Nations gatherings: that made all of us waste a lot of time and didn't lead anywhere. Iran, for its part, is experiencing a major uprising in several cities, suggesting that Persia might be back on cards: if current Iranian government falls. It will be absolutely interesting if Iran reverts to a non-Islamic government: how would relations with new Venezuela evolve? Both Iran and Venezuela until recently were highly repressive authoritarian regimes, that would experience an unexpected welcome pace of moderation. Petroleum industry of Iran is also highly lucrative and a similar petroleum investment plan for extraction and commercialization of petroleum could also be sought by United States: in terms similar to what is already being offered into Venezuela.

Relations between United Arab Emirates and Saudi Arabia have deteriorated: as they support conflicting factions in neighboring Yemen. Next meeting of OPEC Organization of Petroleum Exporting Countries should be quite interesting to watch: as local developments in major countries that produce and export oil are significant, for variations in export volume and price expectations. Donald Trump also mentioned at oil majors meeting that windmill energy will not be pursued in United States: as it is environmentally damaging. It kills birds who fly near windmills.

Fate of former president of Venezuela, Nicolás Maduro, deteriorates as governor of state of Florida, Ron De Santis is pursuing an additional lawsuit against former Venezuelan president: who would need to face charges not only at federal level, as it is already occurring in New York City detention center, but also at Florida state level. Nicolás Maduro will be required to seek defense in two penal cases simultaneously: existing case in New York and new case to be filed in Florida. While president of Uruguay does not recognize interim government of Delcy Rodríguez, to which Venezuelan foreign minister Ivan Gil replied in a diplomatically harsh fashion as United States, Colombia, Brazil and Spain are already taking steps to formally recognize new government of Delcy Rodríguez. It should be a matter of time until Uruguay follows suit.

It is necessary that Venezuela recovers relationship with Argentina, Paraguay, Peru, Ecuador, Chile, Panama, Costa Rica, Bolivia, Trinidad & Tobago and Guyana. There are several countries whose relationship with Venezuela was heavily strained under former President Nicolás Maduro. New authorities led by Delcy Rodríguez must be instructed to follow whatever rapprochement our new president is able to promote: with countries of this region. Venezuela used to be a scapegoat for many problems in Latin America. Suddenly economic plight of Venezuela is being transformed into an abundant petroleum producing wonderland.

Relations with Cuba will also need to be reassessed. as there are conflicting reports on what happened to a Cubana de Aviación aircraft that was approaching Caracas, had to go back to Cuba, and then finally was able to return into Venezuela. Agreement on Cuban doctors might be placed on hold. As Donald Trump is determined on continuing territorial seeking actions in Iran, Cuba and Greenland, market for distribution of Venezuelan petroleum products might further consolidate.
