Decree of External Commotion

Chevron stock has risen after acting president Delcy Rodríguez was sworn in. Other American oil majors will not have access to Venezuelan petroleum. Collectives bear enormous responsibility of safeguarding territorial integrity. Venezuelan armed forces are insufficient. If journalists promote regime change, they must be detained and interrogated. Panama and Denmark are on verge of losing Panama Canal and Greenland. Still they root for regime change at United Nations Security Council against Venezuela. Venezuela's National Assembly must urgently consider cases of expatriates in Panama and Miami who are rooting for regime change, as their nationality should be revoked.

Delcy Rodríguez has same dialogue with United States narrative as President Nicolás Maduro used to have. However, Donald Trump just prefers to deal with Delcy. When Nazi Germany invaded Czechoslovakia and Poland: is comparable to when Nazi United States invaded Venezuela. Situation is appalling and deplored by countries at United Nations Security Council. National Assembly of Venezuela started with new congressmen and congresswomen for period 2026-2030. First activity of such new national assembly was that president of national assembly Jorge Rodríguez sworn in acting president of Republic of Venezuela Delcy Rodríguez: for concluding period of Nicolás Maduro which expires on January 10th, 2031 following principle of administrative continuity.

Donald Trump and Marco Rubio themselves have conceded that it is better to leave Venezuelan system of government alone and concentrate on economic details that will be solved through Delcy, which perhaps were more difficult to solve with Nicolás Maduro. Venezuelan population is upset with United States. We do not intend to establish a huge relationship with them, as it seems like a country that often betrays. They are only looking for their national interest: without any consideration to needs of international community. Chevron corporation has been working with Venezuela for over a hundred years. Chevron is invited to increase its oil production in Venezuela. However, the OFAC license permitting Chevron to export oil to United States is asking for no compensation to pay Pdvsa. In those terms, it is not much what Venezuela may allow of additional production from Chevron.

United States will need to eliminate sanctions or coercive unilateral measures. Otherwise, it will be extremely difficult to improve United States petroleum industry investment in Venezuela. It is already a certainty that ExxonMobil and ConocoPhillips would not be expected to come back into Venezuela: as their terms of trade are usually predatory. They only want to get Venezuelan petroleum for free, while not conceding that Venezuelan sovereignty over petroleum industry should be respected through joint partnerships. ExxonMobile and Conoco Phillips had opportunity of establishing joint ventures with Pdvsa: starting from year 2007. They refused and now they suddenly wish to get Venezuelan petroleum for free. They are going to have to negotiate a lot.

China has become world's largest economy and United States wishes to catch up with China. United States would like to take advantage of free Venezuelan petroleum: which is unacceptable. Venezuelan petroleum will have to be paid for by United States. Decree of external commotion was finally published on Venezuelan official gazette. There are various checkpoints all over Venezuela, which may be conducted by regular military, regular police or collectives belonging to civil, military, police unity. It is a crime of treason to the homeland to have supported United States invasion against Venezuela: because our nationality is Venezuelan and we should be prepared to defend our country not to let it be invaded. Anyone whose social media portrays an interest in a United States invasion and regime change is subject to criminal prosecution for treason to the homeland.

Infiltration of CIA agents all over Venezuela makes it necessary to absolutely eradicate such focus of disturbance. Similarly, all Venezuelans abroad who have been partying: because of United States invasion to Venezuela should be revoked Venezuelan nationality. It will be of utmost priority that new national assembly reconsiders scope of article 35 of Venezuelan constitution: because Venezuelan nationality should be revoked to anyone who no longer feels Venezuelan, but as an ally of United States which is our current enemy. Venezuelan exiles really have to concentrate in rebuilding their lives elsewhere. They are no longer welcome in Venezuela if they are seeking regime change.

Countries that have hosted Venezuelan exiles, who are asking for regime change will now have to legalize Venezuelans who live there, or otherwise deport them. And for deportations, they would have to establish relations with the constitutional government of Venezuela led by acting president Delcy Rodríguez. Among such countries, we must notice Panama and Denmark, which have shown utter disgusting allegiance to United States breaches of international law. Both Panama and Denmark have explicitly supported regime change in Venezuela, thus authorizing United States military incursion in Venezuelan territory. Pathetic weak governments of Panama and Denmark who do not cherish sovereignty: they are expected to lose Panama Canal and to lose Greenland from United States invading forces.

Acting President Delcy Rodríguez emphasizes need of dialogue with United States. Her statement has been supported by General Vladimir Padino López, Minister of Defense. We have not seen a similar endorsement by Diosdado Cabello, Minister of Interior, who for time being has only shown pictures of him with some security personnel: addressing that streets are in peace, which is useful and relevant, but it will be useful for country of Venezuela that Diosdado Cabello explicitly becomes subordinate to acting president Delcy Rodríguez: who is best qualified for Venezuelan presidency. She excels in petroleum, corporate finance, international law and diplomacy.

On Wednesday Diosdado Cabello should resume his television show Con el Mazo dando. Perhaps on that occasion he will have developed a narrative on how to appear submissive to Delcy Rodríguez. While we all know he has always wanted to be president of Venezuela. People who spread rumors would like to position a narrative that he is seeking another coup d'etat. Commercial drones were launched from central Caracas into vicinity of presidential palace. Presidential guard quickly destroyed such drones. Incident was short in time, but huge in international repercussions as fascists who are seeking regime change use any narrative they can: to portray an image of chaos while Diosdado Cabello says Venezuela is in peace. To preserve that peace, we need full compliance with external conmotion decree: making sure that anyone supporting regime change should be arrested for treason to homeland, as they have cooperated with nasty United States invasive forces.

Social media of Venezuelan nationals living abroad, who post pictures on parties supporting regime change should be revoked Venezuelan nationality. They should no longer be allowed to access Venezuela's identification services or social programs, as well as exclusion from voter roll. Those are people who don't like Venezuela. They only want to arrive and form a puppet government coming from nowhere. They don't even live in this country and do not know how lifestyle has been here in last few years. And they pretend to gain power. That is unacceptable.

Countries that have supported regime change agenda since 2015, who have applauded United States sanctions, and who supported and facilitated Venezuelan's exodus into their own countries: will now have to deal with them and provide them with new nationalities. Trump's invasion into Venezuela reminds us Nazi Germany invasion into Poland and Czechoslovakia: which eventually led to World War II. We might start World War III soon. United States is requesting Venezuela to extinguish our relationship with Iran, which is perhaps our closest ally. Because alliance with Russia is predominantly military and alliance with China is predominantly economic. But our alliance of with Iran is through friendship.

Both petroleum countries Iran and Venezuela are harassed by United States sanctions. Our petroleum industries are targeted by United States which does not want alternative methods of trade. Venezuela cannot forfeit our relations with Iran. Iran foreign minister made a heartfelt declaration on the breaches of international law portrayed by United States by invading Venezuela. While Iran is preparing for a similar regime change operation: coming from United States and Israel in near future.

United Nations Security Council yesterday hosted about twenty to thirty participating countries. It was a very long session: with many extra countries that are not in security council, but were invited to participate. There is a definite rift in the world. Some countries support regime change, and some other countries support international law. Alliance led by China, Russia, Iran and Venezuela is likely to engage into war with alliance of United States and whoever is submissive enough to remain as United States ally. We know that United States has absolutely no friends. United States rather disdains everyone else through coercion. Most countries do not value their sovereignty and enjoy being coerced.

At United Nations Security Council, we had statements favoring strict appliance of international law by Movement of Nonaligned Nations, CELAC which is Latin American and Caribbean main international association. Alba which are closest allies of Venezuela, Cuba, Nicaragua, Antigua & Barbuda, St. Kitts & Nevis, Dominica, Saint Lucia and Grenada. African Union also expressed support for strict adherence to international law. United States should return President Maduro promptly into Venezuela, as he is an excellency head of state. Her excellency Cilia Flores as first lady of Venezuela should also return into Venezuela. Judge asked Maduro if he wanted to break free through paying a bail, but President Nicolás Maduro refused. Friends of Charter of United Nations also voiced their concern against United States violations of international law: by invading sovereign countries and extracting heads of state.

It is unlikely that none of this will work: as we see that United States is a rogue state. Most desirable outcome now would be that Russia entails a similar operation in Kiev: extracting Volodomir Zelenski so that Ukraine war can finally be stopped. China should regain its rogue province of Taiwan, which is not a country. Taiwan and China have been an indivisible country for centuries and millennia. Deploring Chinese identity of people born in Taiwan, just for sake of indulging in capitalist extremist ideologies, will not be acceptable for China and its allies any longer. China, Iran, Russia and Venezuela must strengthen our alliance and work together in everything. It will be necessary for regular Venezuelans to get further involved in geopolitical issues concerning China, Russia, and Iran.

During last few months, we have requested a lot of help. Now it will be time to return favor back. Meanwhile, President Nicolás Maduro's trial in New York has started. It sounds like on charges he is involved, there are presidents from European Union who could have committed some crimes. President Nicolás Maduro may be finding an occasion for dialogue during his trial, as other countries have been led by presidents who have committed horrendous crimes. But they have washed their faces and they have said that they are pristine and incorruptible. They have concentrated during last few years to make life miserable for Venezuelan President Nicolás Maduro, while there are other people worldwide that perhaps have committed worse crimes.

Donald Trump of United States is definitely much more of a Nazi criminal than Nicols Maduro. Epstein files have provided so much nasty information that Donald Trump has chosen this harassment to Venezuela as a distraction. But now as everybody comes back from Christmas vacation and during January, United States Congress again needs to set a budget. Perhaps Donald Trump will need to concentrate again on domestic issues. Delcy Rodríguez will have to deal constantly with Stephen Miller, Pete Hegseth, and Marco Rubio. Stephen Miller doesn't seem to have a clue on what would be his policy on Venezuela. He vaguely said that he is concentrating on petroleum, economics, military and geopolitical issues, but there was really no plan. Sounds like former opposition leader María Machado, who always says she has a plan and nobody ever saw that plan.

Even Marco Rubio and Donald Trump conceded that there was really no plan. Even Richard Grenell was frustrated because every time he asked specific questions on how an opposition government would lead, has received no response. Donald Trump, in spite of all his crazy behavior, has been thoughtful in allowing Vice President Delcy Rodríguez to serve as acting president. We should expect an improvement in relations between United States and Venezuela soon. However, Venezuelans will be very firm in our defense of our bilateral agreements with Russia, China and Iran and Cuba which are nonnegotiable.

United States instead is required to improve its relations with China, Russia, Iran and Cuba. United States cannot force Venezuela to abandon our friends because Venezuelans are not traitors to extent United States clearly is. United States is treaching NATO. North Atlantic Treaty Organization is expected to disappear this year as Donald Trump will invade Greenland during remainder of 2026. That would mean an immediate disappearance of NATO. However, Denmark has asked for it because Denmark prefers to concentrate on regime change agendas, than defending sacred sovereignty of countries in this planet.
